JOB DESCRIPTION
Position: Human Resource Officer
Reports To: Product Head
Location Kampala, Uganda
Company Zakom Tech (U) Limited
Industry Internet Service Provider (ISP)

JOB PURPOSE
The Human Resource Officer will be responsible for supporting the effective management and implementation of Zakom Tech (U) Limited's human resource function. The role will support the company in attracting, developing, engaging and retaining employees while ensuring that HR policies, procedures and practices are effectively implemented.
The Human Resource Officer will work closely with the Business Manager and other departmental leaders to support recruitment, employee relations, performance management, staff development, HR administration and compliance with applicable labour laws and company policies.

KEY RESPONSIBILITIES
1. Recruitment & Talent Acquisition
▸ Coordinate the recruitment and selection process for vacant positions.
▸ Support the preparation and posting of job advertisements.
▸ Screen applications and coordinate interviews and candidate assessments.
▸ Support hiring managers in the selection and onboarding of successful candidates.
▸ Maintain accurate recruitment and candidate records.

2. Employee Relations & Staff Welfare
▸ Serve as a point of contact for employees on routine HR-related matters.
▸ Support the resolution of employee concerns and workplace issues.
▸ Promote positive employee relations and a productive working environment.
▸ Support staff welfare and employee engagement initiatives.
▸ Assist in the handling of disciplinary and grievance matters in accordance with company policies and applicable labour laws.

3. Performance Management
▸ Coordinate the implementation of the company's performance management processes.
▸ Support the development and monitoring of employee performance objectives and targets.
▸ Follow up on performance reviews and appraisal processes.
▸ Support managers in addressing performance gaps and identifying development needs.

4. Training & Staff Development
▸ Coordinate staff induction and orientation programmes for new employees.
▸ Identify employee training and development needs in collaboration with departmental managers.
▸ Support the coordination of internal and external training programmes.
▸ Maintain training records and monitor staff participation in development initiatives.

5. HR Administration & Records Management
▸ Maintain accurate and confidential employee personnel records.
▸ Prepare and maintain employment contracts, HR letters and other employee documentation.
▸ Support the administration of employee attendance, leave and other staff records.
▸ Maintain and update the company's HR information and documentation systems.
▸ Prepare regular HR reports and statistics for management.

6. HR Policies, Compliance & Labour Relations
▸ Support the implementation and review of HR policies and procedures.
▸ Ensure HR practices are implemented in line with company policies and applicable labour laws and regulations.
▸ Maintain confidentiality and professional standards in the handling of employee information.
▸ Support compliance with statutory and employment-related requirements.
▸ Advise employees and managers on routine HR policies and procedures.

7. Payroll & Benefits Support
▸ Maintain accurate employee information required for payroll processing.
▸ Coordinate with Finance and management to ensure timely submission of payroll-related information.
▸ Support the administration of employee benefits and statutory requirements.
▸ Assist in resolving employee queries relating to payroll and benefits.

8. HR Reporting & Continuous Improvement
▸ Prepare periodic reports on staffing, recruitment, attendance, employee turnover and other HR metrics.
▸ Identify opportunities for improving HR processes and employee experience.
▸ Support the implementation of HR systems and initiatives as the organisation grows.
▸ Perform any other HR-related duties assigned by the Business Manager.

QUALIFICATIONS, EXPERIENCE & COMPETENCIES
▸ A minimum of a Bachelor's Degree in Human Resource Management, Human Resource Development, Business Administration with a specialisation in Human Resource Management, Industrial and Organisational Psychology or a related field.
▸ A professional qualification or certification in Human Resource Management will be an added advantage.
▸ Membership of a recognised professional HR body will be an added advantage.
▸ At least 3–5 years of progressive experience in Human Resource Management or a related HR role.
▸ Experience supporting HR functions in a technology, telecommunications, ISP or similarly fast-paced organisation will be an added advantage.
▸ Demonstrable knowledge of recruitment, employee relations, performance management and HR administration.
▸ Good understanding of employment and labour laws and HR compliance requirements. ▸ Strong knowledge of human resource management practices.
